By the way, don't take this to critical, just me voicing my opinion. So far I love the game!
The wealthy farmer is the guy who captured the other.
The whole issue is that the refugees (of which the bandits are a part of) tried stealing from the farmer, the farmer caught the guy, who's just a refugee, not a trained bandit. You warn the bandits and then kill the wealthy farmer, or kill the bandits. Killing the farmer leans you more toward the current authorities in Stromkapp, killing the farmer leans you more toward the refugees.
I personally always kill the farmer, because the troop carries better drops for my team at that point, but technically, siding with the refugees at any point during the entire fate of Tiltren quest line means you are appropriating property for someone who does not own it and is willing to take what he doesn't own by force.
I always do the refugee side, but it definitely isn't the "moral" choice, despite all the suffering the refugees are enduring
