how to reach colonel alexa grathan?

she is on a ciff platform with no direct way to reaching her, any idea?

Do you know how you use the spike things (pylons?) and ropes to access cliff areas? Right click on the spike in your inventory and then place it somewhere on the cliff. It makes a shortcut you can click on to access the cliff area. I'm not sure if you can go up or have to work your way down elevation wise. I only just figured that out.
