That's a pretty significant difference. You should save game, test, then reload if not desired outcome.

be careful that horses do increase the level scaling because they increase troop size.
3 more horses would count as having 3 more mercenaries

I think the better question is: Why do I have to choose between horseshoes and saddle bags?

Don'tcha know, these aren't your normal horseshoes. Instead of saddlebags, it's a large, inflatable, filled with hydrogen balloon placed over your pony. That is why it makes them faster, see?

« Horseshoe » has been fixed and will now provides 3% speed bonus stackable (was 5% before)
