You get one ornate key in the lumber mill in the "first" area. But if that ornate key fits all ornate locks, that I don't know.

You can steal it from the chest in "Old Wilburt's Sheepfold".

As the previous poster said, steal it from wilburt's sheepfold. Do that first, then use it on the lumber mill, when you come back out, you can take the second key from the lumbermill without it counting as stolen and just keep it till you need it for

There are TWO ornate keys in Tiltrun County but only one ornate lock. The second ornate lock is in Arthes County. I have hundreds of hours in game before I discovered I had overlooked one of the keys.
So for the Tiltrun Sawmill cellar, the key is in a chest IN THE RAFTERS if the sawmill. I never found this chest until someone else posted it here. The other ornate key, in Old Wilbur's Sheep hold, that has to be stolen from the refugee Pavii family, is for the Pavii home cellar in Arthes County.
They are interchangeable.
