Black market

Each region has one black market, mostly after overrun and eliminated by mers-groups.
The problem is, buying will be punished by guards. What you can buy are secifications.
But you are paying the double price, if you give back goods in order to legalice them.

There's currently 3 bandit lairs (one in each region)

Once you beat one of them, a dude will be there as soon as you reached the crime path lvl4 (if I remember correctly)

Yes

There's a fourth black market available at the start. It's in a camp in tiltren. This guy don't sell books though.
This black market will disappear and the camp will remain empty if you don't choose Isabeth side for the scenario quest.

I've finally acquired some stolen goods in the game, where are these black markets located?

Haven't found anybody so far that would buy this stuff that is classified as stolen

How would anyone know the difference is those days

These are black market agents appearing in bandit lairs after you conquer them and they actually imply that there is actual Black Market somewhere. The game is somehow misleading in this tbh.
I suppose the main Black Market is not available yet in current state of the game, possibly in some non existing part of the map. That's only my assumption though.
