Late answer but:
What i did is to set up a fix System with Dosbox.
My Config File has these Parameters:
mount A D:\DOS\DOSBOX\disk -t floppy
mount C D:\DOS\DOSBOX\HARD
mount H F:\ -t cdrom
C:
cls
Than i did install Windows 3.1 on it and there i just did install the Windows Version of Simcity 2000.
H or in real F: is a Real DVD Drive, so i could install it directly from CD.
There are S3 Video Drivers out there, with it you can put up the Resolution in Win3.1 up to 1024x768.
