I got the patch and tried installing it but the warning displayed "The game is not installed in german language. The patch cannot continue". Does this mean that the German language version of the base game has to be installed before the patch can be used?

I would also like to know if there is a fix for this, I don't speak german, so I don't want to install the german version of the game, I wouldn't be able to read much, but it would be nice to have german voices for the german crew members.

I can't even install the German version, as there is no option for that language.
And I can't play the U-Boat missions with English voices. Totally ruins the immersion for me.

its cause you have a certain order of what you should install first and then patch then uboat missions.
