Report a translation problem
The game also needs a pre-shader compilation step to fix the usual UE4 stutters. I managed to fix most of these using manual tweaks to the Engine.ini file but this should not be necessary. It's not like UE4 is new at this point yet developers still continue to release games on PC with this issue. It just defies belief at this point. It's like they only test their games on consoles and don't bother to look at specific optimisations for the PC builds. What other explanation is there?
My guess why they may not focus too much for PC builds, could be because the possible majority of the player base could be console players. That's my take at least.

I remember hating them in the original as well and then feeling incredibly frustrated once again all these years later with interrupting you every five seconds to tell you something really obvious,
They should have put in an accessability notice at new game where you can completely disable tutorials.
I presume you have already gone to Options/Main Menu > Game Settings > Graphics > Gamma correction and turned that up to max?
