How do I recruit the Operatives?

I have the intelligence building in system, not seeing any button to recruit one... please id like to have more than the starter one... but really not finding the button to click.

You have to select one of your fleets (normal or garrison) in system, it'll show up above it on the left. Same icon as for recruiting an admiral.

The button looks similar to the hire admiral button and can be found above the fleet recruitment menu in the low left corner of the screen. Please check the link for visuals.

Ok just gonna push this out there, the reason I never saw it was due to when selecting the fleet screen it automatically maximized, hiding the portrait behind the ships. lol

Button is too small and hard to find. In the UI, if I click on operative in the top left I should have an option to hire one. Also in the toolbar on the right. There is no need to hide buttons.
