To open and install this link, you will need Torrent software. This was the real hang-up for me as I didn't know what that was and thus didn't play GWX for a long time. I came to find out Torrent isn't that big of a deal. There are a lot of free software applications on-line that are designed to download and open torrent files, just make sure that its a reputable company to avoid downloading malware.
Lastly, GWX is best played when moded to the Steam version of Silent Hunter 3 (the CD box version from back in the day has a lot of unresolved bugs with GWX). Moding it to steam requires re-routing the path to the Steam folder when installing GWX, instead of a non-existent Ubisoft directory which is where the CD game would normally be.
Lastly...if using Windows 10, set GWX to a open in Windows XP S2 compatibility mode. The game will crash to the the desktop nearly every time if running cold on Windows 10.
