from what i've heard you beat the racetrack championship to obtain them (similar to how you can only get the rally shocks from roger's store after you beat the demolition derby)

Technically you can get them before the store.

technically yes but i tend to assume most people unlocked his store before getting the racetrack due to costs and such

The racetrack is easy to get before then if you work the farms properly.

I don’t even know what the racetrack championship is. Just out the tires in the store for sale or they don’t exist.
