Can you turn big packs of weed into a huge pack without the bunker, I am no longer able to sell the big packs I produced to the dealers, is there any way to make them huge weed packs

You can turn the big packs into the huge pack as long as you have enough of them (If memory serves I believe it's 12 make 1 huge pack) so Bloodmonkey24 is wrong. However, the packer is necessary to do so and you can only get that installed in the bunker so to answer the question - no, you can't do it without the bunker.

The machine to make huge packs is in the bunker (you have to buy the bunker and then the machine).

If you have a lot I would keep it in the baskets because it is a lot of work to bring big packs downstairs. I think you will have the money soon if you are at this point in the game.
