Hey, the weed dealer is on the new island. it will be off a dirt road. You will need to sell a large pack of weed before they will let you in though

On the mainland keep following the main road till you see a dirt road, go to it and drive all the way down the dirt road, you will need a good ammount of big packs, the requirment to unlock the bunker is to fill a crate with big packs, roughly 10 if i had to guess

whats the go with the bunker ? did the weed at the dealers , got the whistle , bought the composter and packager , shed at home has all bunker to-dos completed ... still blocked entrance , do i gotta wait a while ?

The entrance to the bunker is under the bath-tub at your home trailer. The button to open it is the drain at the bottom of the tub. It's no longer going to be at the cottage like originally planned.
