i cant start the game for some reason, i need help

you probably just need to fix the resolution, press escape key to open options. Often when starting the game for the first time, the game will open at maximum window size, so you don't see the main menu, only the text in the bottom-left corner of the main menu screen.

Like FasterThanRaito mentioned, the game is starting too large (likely 4x).

I can't see anything other than the scrolling text as well, and escape -may- bring up an options window, but it's off screen.

Open your steamapps directory & go to /common/Defcon
Right-click Defcon.exe, select 'Compatibility', select 'Change high DPI settings'
Where it says 'Override high DPI scaling behaviour. Scaling performed by:', select 'Application' in the dropdown
Click OK, click OK again
Start Defcon

I couldn't see the new game button because my login kept failing. Once I was logged in by my Steam key, I could use the button. I tried a few times to authenticate, so you may need to wait a few minutes before you are authenticated before you can use the new game button. It may not work for you because you may have a different problem. That however is my problem solved, which it seems was very similar to yours.
