franchise question

before starting my first franchise, I watched some youtube vids on giving tips on the franchise mode, now in this vid https://www.youtube.com/watch?v=IwVPBxj6KOw , the guy was showing in his week 1 of his preseason that he was able to scout prospects for the draft, but my problem is the only scouting related thing I am given the option to do is hire & fire scouts... so how was he able to scout prospects for the draft which I went through the preseason, and there was no draft...

The video jumps around without showing him jump around. You can clearly see the Prospects are locked when he fires/hires his scouts. Then the prospects are magically unlocked. He jumped forward but just didn't show in the video.

Don't take these YT videos literally.
