For Q4: After 1856 incident, there would show a event which informs you about this, I could recall some of its details, it mentioned about the fear of being executed or something else, newly promoted generals would take a more prudent approach when dealing with matters, thus making them spend time hesitating ( leads to be locked for one turn);
For Q5: The game is designed to prevent Save/Load a single battle, so not a bug at all.
