It is because chinese translation is made by Kagura Games, and they usually provide free patch for their games.
Doesn't it add up to be the same? The patch + steam = full package from jast. Atleast usually it's like that.
Well it's a plus for people that don't care about the cut stuff (cheaper) and those that want everything to be on one platform.
I mean we don't have a price for the game on steam yet right? Atleast on my store. And knowing steam, the game will probably have a 10-20% discount or something for a week or two on release. Which may or may not match the JAST complete edition minus patch price.
