Celestial Dragon location? [UPDATE: QUEST COMPLETED, FOUR LOCATIONS WITHIN]

I literally have 99% in this game. The ONLY thing I am missing is the location of the celestial dragon on the third tier of the Collector quest. I spoke to the man out in the End of the World, and he fled somewhere. I have purchased EVERY Knowledge Atlas (yeah that took a while) and have scoured every inch of the map that I think he can be in. I'm just lost. Hell, if a DEV is willing to tell me I would be happy. Until I can get an answer to this, I don't think I'll be playing the game, which is a shame.

I don't have the heart to search for him again right now, but that's his first location. If anyone can find the second I would once again be truly grateful. Oh, and by the way, there was no icon on the map to indicate his location.

The Belfry is empty for me, apart from the two liches that are supposed to be there. Could it be random?

I just found him on the "Center of the Universe", the planet you found one of the 4 seals on. He was standing on the left side of the planet.

Wait, does this mean it's random? Because I checked the Center of the Universe, and he wasn't there... I can't believe that this man actually spawns in randomly.

Yep i'd guess so. I've checked tons of places today that I feel would be suitable spawns for him, but no luck. I check the goblins treasure, their arena, all the miniboss arenas in the forge + all the main boss arenas in the whole game. But the fact that it's supposedly random changes everything. Now everyone had to check everywhere

Edit: Oh, also, he was in the Belfry after I found him in the Center of the Universe btw, so I have found him twice now and yep, he's hiding AGAIN.

Aeternum Game Studios, can you please give us a bone? There are several areas in the game that are incredibly tedious to explore and re-explore, so honestly I would appreciate it if you gave us a couple HINTS on where this NPC can spawn.

ALRIGHT ALERT EVERYONE

I found him again! In the light Tower, the Bishop Hall (where map man is) he was just chilling there. I'm going to see if he's at the Center of the Universe now.

Update: He wasn't there... back to the drawing board.

UPDATE: HOLY FRICK I AM THE LUCKIEST MAN
So I went to check the Temple of the Oracle and BOOM! he was in Enigma VII (The room with the rotating planets right inside the entrance). He then spoke about giving up since in a snap of his fingers he can be on the other side of the world. Then the King of Darkness said something about *getting his attention*. I don't know what that means, but I encourage people to give ideas about what the attention getter could be. I've also updated the list of potential spawns above.

FINAL UPDATE: If you speak to Asnur in his shop at this point, he gives you a music score. Playing this at the piano summons the Celestial Dragon, who gives you his eye to give to the Collector finishing this quest.

After reaching 100% in this game, I don't know what to think. On one hand, I put over 50 hours into this save file, and had a lot of fun. So many of the environments were a joy to see, especiall the End of the World, the Cosmos, and ESPECIALLY especially Limbo/The Abyss.

I'll write my whole thoughts up in a Steam review later, but this is me signing off. If you find a location that I don't have written down above, please comment in this thread to help others.

He's neither at the light tower or dream kingdom for me. Honestly, this quest isn't well designed at all. It's not really fun to spend 15 hours scouring this really brutal world like a blind chicken to maybe (probably not) find one npc.

Hey man, why do you say that? Are there missables or bugged features in the game? If there is a game i want to 100%, its definitely this one, so now im worried...

He's saying that because this NPC spawns randomly, per save file, in a room in one of the 16 areas of the game. The absolute randomness of this, combined with the ludicrous amount of backtracking that you have to do makes it so he doesn't feel like spending 15 hours looking for some random dud.

I found another spawn location, in Road to Heaven in the Sovereign Islands on the top right platform, to the right of the portal going to the next area in the zone. That platform looks like it's meant for a boss fight or something, and I found him just hanging out over there.

I finally found him for the third time. Turns out he can just return to a place you already found him in.
