"This creates that aimbot effect."
It's an "aimbot" (so to speak) that hackers also use to create cheats for cheaters. The cheat is essentially already included in nearly every game. Hackers modify it and make it controllable via their cheat software, allowing cheaters to use it. There are also hardware cheats for console players that completely eliminate recoil (controller) and are undetectable.
Normally, this aim assist would have to be completely banned from PvP games, just like non-player bots, which have no place in PvP games and only make it easier for hackers to create cheats for cheaters. Furthermore, cheaters would have to be permanently banned from all platforms and all online games. Would be best to if their i-net providers would block them.
(Cheaters reduce and damage the value of our games, that is a crime)
If you don't want to do that, then you have to at least create 2 different realms, for aim assist users and non-aim assist users, if you want fair play ;-)
