I've seen this in Portal but I haven't seen that in the official conquest mode

Yeah. Its only in Portal. Some people were farming xp vs bots so they locked it for everyone.

The cap is probably the weapon onlock cap. You can only unlock some of the attachments playing in coop/solo/portal. At least for now.

XP is capped per match in Portal mode

So you can thank the people who exploited the xp bug for gains ... they got portal matches set to a xp cap and you can no longer farm weapon attachments in portal games either
