can I play this offline completely solo vs just bots (and level up gain xp)?

This game doesn't have offline option. You must online all time.

Playing with bot only>> All out warfare: XP Cap + Mastery Cap (at tier 3)
Playing with bot only>> Portal: XP Cap + No Mastery progression

For Hazard zone: No playing with bot option and this mode is dead.

its a game as a service .
you dont own it and cant play it without there servers

lets see how long untill they scrap those servers

only 20% positive reviews recently and under 4000 players on steam
