I would not say they run rampant, there may be times you need to switch game lobbies to avoid them if 3 to 4 of them on one side overwhelm a game. But it's just as likely you'll find a lobby with none. The state of the game seems very fluent because it's an ongoing never ending battle between the creators and distributors of the cheats and the game creators.
To any and all that think or say there are no cheaters in a BF game, I say do a search online for BF cheats and see what comes up. If you want to know what the cheater's can and can't do in any game go to You Tube and search "best cheat menu for" ... fill in the blank. In general for most games in-game reporting does not work because of the layers of AI zen-desk type crap put in place and it takes multiple reports to trigger any response, that crap is mostly window dressing. The best way to report in most games is through out of game reporting. On PC none of this stuff is worth full price and is only worth $20 bucks US on a good day $10 bucks on a bad day and that goes for almost all games on PC.

The people that create and produce this stuff never intend on playing it, they just sell it.
They need testers to tell them if it even works or is enjoyable, in the end.
The problem as I see it is EA doesn't ban them for whatever reason.
If you take a look at BF2042 roster, there are a lot of cheaters there, but all keep playing.
Like a guy with more than one MILLION kills with the crossbow.
At the risk of racism, I'm going to say that the Chinese have a fairly... "unique" outlook on cheating, due to their weird capital-communist hybrid economy and lack of traditionalism. There's an infamous story of students rioting because a Chinese university took steps to restrict and punish cheating on exams.
