6700 XT Settings question on gpu's

i am running a 6700xt in an undervolt config, 2400mhz @ 1.1v, 107% vram w/fast timing and max power limit. generally this handles everything pretty well at 1080p with RSR up scaling. cpu is i5-10600k stock clocks and 32gb ram with a gen4 nvme. i am getting CRAZY stuttering when i die and spawn in. its very annoying and very noticeable.

i am getting 144hps on all medium settings and motion blur off. is there any setting i can turn off and or on that might help me with this? im honestly enjoying the game a lot. even tho all i been doing is playing recon in TDM finding a bush and using the drone to spot everyone. its honestly so funny to do its been giving me the giggles.

no other game really gives me any issues on much higher settings but even when i was on ultra i was pulling 100fps i just went lower to try and stabilize the crazy stutter. is this just a normal thing?

also forgot to mention my cpu and gpu usage seem stable at about 98% respectfully for each
