You have never been able to kill a solder at full health with a sniper rifle bodyshot in normal mode in Battlefield 4 EXCEPT with the special sniper rifles you could pick up from specific spawn points on the ground. You're quite free to reinstall Battlefield 4 and verify this. And no, they didn't patch it later either; it was always like that.
Good thing then that snipers are available to all classes in 2042, so now you can carry a sniper rifle and help your team, while in the past snipers were mostly a drag. So, why present this question now with this game in particular?
Yep, that's where the question of skill comes in. Good snipers aim for the head except when their target is out in the open with no hope of finding cover on time.
You can keep talking about "lost identities" all you want but one-hit-kill bodyshots were never a thing in Battlefield outside hardcore servers.
