Can't report hackers?

you can, on the menu or when you press escape during game, bottom left hand corner is the social button, press that and look at recent players and click to report, though, as i have found not all players appear

It's possible during the match, here's the sequence.

Press ESC > Select SQUAD AND PLAYERS > Select ALL PLAYERS > Left click on cheater name > Select REPORT > Select CHEATING/EXPLOITING > Describe the hack > SEND REPORT

EA will send you an acknowledgement email.

Hackers are everywhere. I see payers with 55 kills and like 3-6 deaths, Are they hackers or just my team suck? Here is eternal question.
In fact hackers are there, but they play smarter now

I have seen like 2 or 3 sus players since EA anticheat got implemented, but nothing really obvious or that can be a smoking gun - and I'm a guy who reported like 30+ people before (including some people I was wrong about... hi GhostGaming). But supposedly EU hacks less than NA and Asia. And sometimes it's hard to tell because of the latency stuff, I saw some BS hitreg on servers too, including on my own character spurting out blood and getting no dmg.

As for latency, big difference if you play in your region's prime hours and if you play in the middle of the night and get matchmaked into some far away server.

Beware of idiots who can't play and call everyone a cheater. Met a guy like that yesterday.

I don't think the report system works anymore. Last week we reported a guy who scored 120+ kills (w/ end status of 120+ headshots too in Redacted Conquest) This morning I matched with that guy again lol.

report system doesnt work anymore, also they pretty much gave up on the game, there is no new content etc.
cheaters are allowed to cheat and stay for ever.... well its EA, as long as these ppl pay money for the battlepass they will never be banned
