You should be NVME SSD and personally I am a fan of the Samsung EVO series, but TeamGroup, WD, and others can be just as good. At the very least you should be on a fast 2.5" SSD.
You can get NVME drives pretty cheap these days, and if you are on an older system with no m.2 slots, there are PCIE cards that can be faster than a 2.5" SSDs, you just need to do the research.

Currently, HDDs are suitable for games older than 2017, so it's obvious especially for online games to be installed on SSD

Faster loading is always convenient, if you have spare space in your SSD, go for it.

SSD just for the load times alone. I’d never run any games off of a hard drive these days.

Why are you still using HDDs for anything but mass media storage in 2023?

That's a nobrainer.
SSD

Install only tiny indie games or game which run on a potato too on a HDD.
Like Stardew valley or Gang Beasts
