Some enemies can't be spotted, what is different about them?
So usually you can press Q and people stay spotted, but for some enemies you get a "denied" sound and they don't get spotted, I googled and can't find any information about this mechanic. So what do they do that counter acts the spotting?

Blasco's specialist gadget. It's blocking spotting.
