just some vehicle damage and headshot kills. but then theres a elite edition Lock underneath those

I don't have the elite edition and I have the railgun. I think it's just unlocked by default with the elite edition.

Only skins and charms are separate payments. All weapons and specialists are included with the base game.

The lock symbol just means that it would be automatically unlocked instantly if you purchased that specific edition of the game.
