Stuttering after latest update

After the latest update, I started getting issues with stuttering every few seconds (especially when looking around/ads) and it is making it impossible to hit any shots.
I'm currently using the following specs:
Ryzen 9 5950X @ 5GHz
RTX 3090 FE
64GB (4x16) RAM @ 3600MHz

So far I have already verified the game, cleared my game cache and settings, ran DDU+clean installed graphics driver, and tried launching without any of my overclocks, yet nothing seems to be resolving the issue. Any ideas?

maybe windows 11 is the problem.

Sometimes deleting the cache in \Documents\Battlefield 2042 helps with stuttering after patches or new driver installs.

I get random FPS drops too. Was not like this at launch.

I have not played for a week or two, but I never ever saw my FPS drop from 144, where I have it locked. Now it's usually 90-115.

I have a 7800X3D and 7900XTX 4k Ultra (no RT).
