An important disclaimer: Tampering with the registry is generally not a good idea if you don't know what you're doing. It is possible to break applications and even your operating system by misusing the editor.
Hey killerminchi,
The steps listed by Smiling Spectre are also how we recommend changing the in-game language.
If you have any issues with this, please let us know!

You do have to edit the registry, unfortunately.
Anyway, can you run setup, @Ninja Tom? It must be in the selection menu, if you run the game from the library. If you can - select the last page, with "additional" properties, and try to tinker "advanced" video settings. For me everything on max and all ticks ticked works - except "generated mipmaps" and "antialiasing" - this two are better to be off. But I am on NVidia.
Hey (UvG)Ninja Tom,
Thanks for getting in touch, I'm glad to see you've since been able to change your language.
As for the white speckle issue, are you please able to share any examples of this we can take a closer look at?
And may we please know the specs of your PC (GPU, CPU, RAM, OS, Laptop / Desktop)?
Thank you!

Hey killerminchi,
A patch was released to circumvent the need to amend the game's registry.
What happened when you attempted to change your language via the game's properties?
Are you unable to make changes at all?
Or can you change the language in Properties, only to find no change in-game?
- Ubisoft Support
We updated the game so that the language option was now available via the games Properties panel within Steam
To permanently change your language options in-game you need to do the following >>
1. Select the game from within the Steam launcher
2. Select the Settings cog on the right-hand side
3. Select Properties
4. Select Language
5. Select your preferred language for the game
6. When you launch the game, you should see the menu change to be written in your preferred language and you can enable subtitles from this main menu too
7. If the game has audio available in that language, you will hear this audio when you start a new game.
If the game does not have audio recorded in your preferred language you will see subtitles and a menu in your preferred language instead, and the audio may default to English, thank you.
