Pey'j is missing, help

First of all, Im not palying this port, Im playing the original PS2 game.

Just started the game, I was at Black Island to do the Mr. DeCastellac photo. Talk (with Pey'j) to his employee, and once the conversation ended, Pey'j stood there, he didn't follow me. I ended my first game session there. When I loaded the game file, Pey'j was missing. Can't even select his character in the menu, says "unnable to connect, low signal". I have been looking for him all over the lighthouse, island and city.
I can hear him talking in the hovercraft but he is not getting out, so I think he is stuck there, kind of. Is this a bug or am I supposed to do something first?

had exactly the same bug while on PS2 version, the only solution is to start the GAME ALL OVER AGAIN
(PS3’s HD version fixed this issue though)

Now I play with 3 gamefiles just in case LMAO 💀
