I've found the easiest way to avoid it is that once he jumps up onto the pole and jumps up and you start to hear the little theme, walk towards the post he jumped from. At some point your camera should spin around because he's technically up in the air, and I think this gains a little distance on him, making it easier to dash backwards to avoid it. By the time the camera spins around, he should be close to falling and you can dash backwards once the whistle starts up.
Assuming he doesn't hit you and he just lands flat on his face, he'll be pretty close to being stunned and you just need to hit him once to get a good wallop on him.
Bonus:: You can also counter his running attack by guarding then dashing into him to bash him. He has basically no start up on this attack though, so you just kind of have to be careful. It's unblockable so if he just decides to do it and you're not ready, you'll get hit for a lot of damage.
