They figured out that the problem was installing the game to another steam library on another hard drive, and not the library contained within the steam folder containing steam.exe
To test this, I moved some other games from my primary steam library to other libraries and pasted my Vegas 2 and Chaos Theory folders from within "common\" to the common folder in my primary steam folder.
I deleted local content and chose to reinstall both of these games to my steam folder containing steam.exe, let steam discover the existing content, and voila! Both games started up correctly and without the No-CD crack.
The cracked version actually works online if you have a valid CD key (disclaimer : I own the game on Steam).
If the original executable didn't work for you but the cracked executable did, then it's weird, it would mean the DRM or something that has been removed from the original executable is faulty.
However, I've never seen so many complaints about the game not working since the latest Steam update, that could be part of the problem...
First of all, owning a copy - regardless if retail or digital; dose not entitle you to pirate the game nor justify it in anyway. And of course valid cd key works offline - all the crack really is intended for is to prompt the game to not check for a CD or alike in the tray in order to launch the game, not intended to change the online aspect of the game.
The crack simply bypasses the ubisoft drm such as detection for punkbuster demands to be installed in this case. Which presents problems and if nothing more is plain annoying and unwanted to install - especially for a game that's at this stage just played by a few friends co-op at most.
And the latest steam update is nothing major - game has had all sorts of issues ever since it landed on steam. The most common being the "failed to initilalize network" one.
The same "tactic" actually works for Rainbow Six Vegas (1) too~
