And you're wrong @AmericanBaronSSK. It always supported it.
At the time of the games original release the Xbox 360 controller was the officially supported controller for PC.
I have a few options I would like you to try to get this to work in-game -
1. If you are using a modern controller, can you please use a wired connection instead of Bluetooth to see if the problem still exists whether wired or connected wirelessly?
2. Next, please try changing the controller schemes inside of Steam and try selecting and testing whichever gamepads are available for the game, using this guide -

3. Next, please also try completely disabling the steam controller support, in the Steam controller options and test whether the gamepad can still be used in-game.
4. Finally, please try running the game using Windows Compatibility mode, using Microsoft's guide here and selecting DirectX 9 if available -

Once you have had a chance to try all of these 4 options, please get back to us and let us know what happened.

As Ubi Milky has posted above, the same applies to Xbox series X controllers. This controller is not currently supported for Rainbow 6: Vegas 2, however you can still try the above steps.
Regrettably even if this does work, the controller is not guaranteed to work as intended with other controllers.

Open "dxdiag" from the Windows start menu search, go to the input tab, then search for the device that has a controller ID of 1 (it's at the very bottom for me). There you will find its vendor and product ID. These values are hexadecimal, you need to convert them to decimal for the config file. You can just type them into Google, for example "0x045e to decimal" will give you "1118". Or use the Windows calculator in programmer mode.
My Xbox One controller connected via bluetooth has a product ID of 736.
If you don't have an Xbox controller at all, you could also use x360ce: https://www.x360ce.com/
This program converts your generic controller's input to mimick an Xbox 360 controller.
