It shares some similarities to the freely available NAND To CPU course available on the internet, but with a more Logisim-like interface instead of designing everything in text.
In a similar vein there's Virtual Circuit Board, but that has no game aspect to it and a more abstract interface, more of a toy for those what know what they're doing

But for the actual transistor type gameplay ChipWizard has, I've only ever seen KOCHTPYKTOP by Zachtronics back in the flash days - it gives you more space but is clunkier.
