Hi bro, you can see the solution here, is the better option:
https://steamcommunity.com/app/15100/discussions/0/3875967397715146618/
If you are the developer, the least you can do is setup or keep active one pinging server for whatever reason you need it for this old game so that these issues are solved for players. If not, atleast fix the damn game.
Turning off network is not the answer to all problems. If you can't do this, let community start and run these servers. You are making hundreds of millions each year, a thousand dollar a year server won't kill you guys.
It is great to see you have found and are sharing solutions that are helping!
If ever we can help with anything else just let us know.

Fix your ♥♥♥♥♥♥♥ game.
· Open Notepad with administrative privileges ·
· File > Open (or "Ctrl" + "o") ·
· Navigate to "C:\Windows\System32\drivers\etc" ·
· Choose the "hosts" file ·
· Add the line "203.132.26.155 127.0.0.1" at the end (without quotations).
· Save the file ("Ctrl" + "s")·
<...
After editing, your "hosts" file might look like this:
bash
Copy code
# Copyright (c) 1993-2009 Microsoft Corp.
#
# This file contains IP addresses and their corresponding host names.
# Each entry must be kept on an individual line.
# The IP address should be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one space.
#
# Additionally, comments (such as these) may be inserted on individual lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client
203.132.26.155 127.0.0.1
