Missing Flags in Damascus?

Hey everyone,

I was playing through the game trying to get 100% completion, and got all the flags in Acre, but then when I went back to Damascus (The second place that I've gone flag hunting in) there are two flags that are missing, I know that they are not in the poor district and am pretty sure that they are in the rich district, but the problem is that I used the guide map in the community forum, and went to all of the places in all of the districts at least three times apiece and there are no flags to be found. Is there some kind of glitch for missing flags? I even looked up screen shots of the flags and have been to all of the locations but no dice. This really bugs me becaus eI'ver poured a lot of time into trying to get all of the flags lately.
