If that doesn't change anything, try setting the assassin's creed .exe files in your harddrive's Steam/Steamapps/Common/Assassins Creed folder to run as administrator. That's helped me with several other AC game startup issues.
You can try the suggestion above of using the .exe file in the games installation folder but you may also need to choose to run it in a compatibility mode for an older Windows OS, as you are likely on a newer OS than what was available when the game released.

Thank you very much for the suggestions, I still cannot get this game to work. Maybe I'm just doing something wrong.

It says Windows 10 at the top but I've heard this is still the same for 11.

Finally found mention somewhere that it could be an issue with the CPU. It turns out the issue is with the detection software that tries to detect your PC hardware requirements. The software can only handle a maximum of 8 processors. If it detects more than this it falls over, crashes and throws a generic memory exception from the DirectX dll. This crashes the game as it can't detect your CPU/Memory configuration - hence the generic memory access error in event viewer.
Fix/Workaround:
Limit your PC to a maximum of 8 processors using MSConfig
- Start
- Type 'msconfig'
- Open 'System Configuration'
- Select the 'boot' tab
- Select 'Advanced Options...'
- In the popup window for advanced options tick 'Number of processors' and set it to 8
- Click 'Ok'
- Follow the prompt and restart your machine
- Should be able to launch and play AC1 without issue after reboot
Note: To bring all of your processors back for any other function/game/etc you will need to undo the steps above and reboot your machine again for the changes to take effect.
I've tested this on my machine and I can play perfectly without any other tweaks to hosts files etc. Game runs beautifully and can run it on max settings. I would be interested to see if this helps anyone else and if they have any success with this. I've added my system specs for comparison so people can see where this worked.
