For some of our older games that came bundled with older versions of DirectX and Windows OS software, this can be an issue that occurs.
To overcome this, please try launching the game using Windows compatibility mode and emulating WIndows XP or Vista.
Please see the following thread and scroll to the bottom of the page, to see how to do this -

This will also change the launch preference for the games .exe game file in Steam.

Hey Blackjacksike. Sorry for the late reply. Put this in your launch option in the setting of AC1 in Steam. Basically my address would be different from yours. So put the Dx9.exe address in the "".
"D:\Game\Steam\steamapps\common\Assassins Creed\AssassinsCreed_Dx9.exe" %command%
The other way is just rename the DX9.exe to Dx10.exe and vice versa since when you launch the game through steam it would launch the Dx10.exe.
Well, sadly it doesn't work for me either. Using compatibility mode on Steam Overlay will crash the game for me. While using compatibility mode for the game still give black screen overlay for me. Only by changing using Dx9.exe is the workaround i found working if i want the overlay in game. Either way, I already finished the game.
I can confirm that this works.
