I then remembered that my past AC games always had the same problem of either not loading or launching - and the solution is always to get the game files installed to my SSD - which is also my main drive.
Tried it and its now running without issues.
Sorry to hear that initially you had trouble launching the game game.

1. Game is not launching from Steam, process does not show in task manager.
Reason: CPU has too many cores.
Solution: Set the executable to run in Windows 98 / Windows ME compatibility mode.
2. Game crashes to desktop during Ubisoft intro.
Reason: Game tries to connect to no longer existing Ubisoft servers.
Solution: Remove network cable from your router for the duration of your game session.
Rumor has it that blocking the Dx 10 executable in Windows Defender is supposed to have the same effect. For me, however, all I got was an error message ("Unable to start the game").
The only (obvious) downside with this method is that Steam does not record playtime, but who cares anyway.

In short, I just made a two line script that starts the process with one thread, which is all the game needs given its age and the amazing single thread power of newer chips.
I'm running a 3950X, so by default, the game has a heart attack and just immediately crashes.

I'm sorry that all the workarounds provided in this thread did not help you solve the issue.
Please consider that the game was released in 2007 so it may experience some issues running on modern hardware and OS.

Edit: removed ethernet and it now works so it is the "phone home" issue. Annoyingly when I block the three executables with "assassins creed" in their name in my firewall (Bitdefender) it does not work, but that is on me I guess.
