For Nvidia GPUs:
Alternatively, click the Program Settings tab, click the Add button, add Assassin's Creed, and likewise set the Low Latency Mode option to On or Ultra, if you just want to tweak for Assassin's Creed.
See this help article[www.nvidia.com] on the features list in the Manage 3D settings screen.
For AMD GPUs:
See this other excerpt from PCGamingWiki[www.pcgamingwiki.com]
This Steam guide covers the instructions too:

Block Assassin's Creed in your firewall. See this post for instructions on how to do this in Windows Defender Firewall.

(Might be relevant, they're instructions for running in program compatibility mode which resolved known issues in Windows 7, though I'm not sure about Windows 10.)
-Windows defender adding exceptions.
-Also I tried on 2 other computers, a work laptop and my roommates computer, both launched the game without problems.
-Disconnected the ethernet
So obviously there's something blocking it on this computer...
Looked over msinfo32 error reporting and it's giving a faulty application name to the DX10.exe of the game....
Tried some of the listed troubleshoots above and it's the same thing every time, starts to load, stops, play button highlights again. Doesn't even load into the game just stops before it can even get there.
It might have to do with the .exe file. Why? I don't know.
It happened to me because I messed around with some mod (I think it was AC Overhaul) and for some reason the game wouldn't load/start anymore.
To fix it, I replaced 'AssassinsCreed_Game.exe' with 'AssassinsCreed_Dx10.exe' by renaming 'AssassinsCreed_Dx10.exe' as 'AssassinsCreed_Game.exe' and deleting the original.
It's worked like charm.
Let me know if that works. If it doesn't work, just validate integrity of files and all the files will be back to their original state.
Also I tried re-installing windows. That did not work either. Idk what is wrong i can't figure it out but I've given up at this point since theres nothing more I can do.
Mmm. Are you sure you're doing it right?
Remember, delete ''AssassinsCreed_Game.exe'', then rename 'AssassinsCreed_Dx10.exe' as ''AssassinsCreed_Game.exe'' Not the other way around.
That way Steam can locate the .exe file and boot the game.
- Ryzen 3950 (16 cores) didn't work GTX 2080Ti,
- Threadripper 1950 (16 cores) didn't work GTX 1080Ti,
- i7 9700k (8 cores) didn't work GTX 1080Ti,
- i7 9750h (6 cores) worked Radeon Pro 5500m
- i7 8750h (6 cores) worked GTX 1660Ti
So if you have a processor with more than 6 cores I think your SOL unless Ubisoft releases an update which seems unlikely
run the dtx 10 exe C:\Program Files (x86)\Steam\steamapps\common\Assassins Creed\AssassinsCreed_Dx10.exe
run in compatability mode for windows 98 (only allows access to 1 core)
run as admin
run with nic disabled
game will run fine but the second the nic is plugged back in it closes
anyone got any other ideas to try?
Is there a way to trick the game into thinking you have a processor with less cores? The compatibility mode suggestion for windows 98 did not work for me. I saw someone on a different discussion that said there is Ryzen software that allows Ryzen CPUs to enter a game mode that disables some of the cores and helps compatibility with older games. Is there a counterpart for Intel?
Now I have tried MOST of the pcgamingwiki's fixes. Only one would work reliably for me and that was.....unplug the ethernet cable. AssCreed pings ubisoft servers during certain times and events during the game. If it doesn't receive a ping back then the game crashes. I've since came to the conclusion those servers are unfortunatly not active anymore. But disconnecting the computer entirely from the internet solved my issue and allowed play with out any other fiddling. Before you ask yes i did attempt to block using my firewall and that did zilch.
Now this all being said I had a friend once back when we were intensivly trouble shooting this who suggesting using command prompt and adding routes for the listed ubisoft IPs that the game pings. I never did try this trick but the IPs are the same ones you copy to the 'hosts' file in the one fix.

1) Install latest Ryzen Master
2) Run the Ryzen Master tool
3) Select Game Mode profile and click Apply
It will ask to restart the PC, do that.
4) When the PC boots back up, click OK to launch the Ryzen Master
5) Run the game
Just make sure that you have disabled Compatibility modes for the exes otherwise the game will crash after first 2-3 it has launched.

on my threadripper 3990x, going from 64 cores down to 16 cores (1/4th of the corecount) and im now finally able to run the game.
this is also the solution for a different game i had the same problem with which was Dawn of war 2,
