I've painstakingly replaced every residential building with Luxury House, I even tore down my Great Castle. I have population over 1,000 and no other residential buildings besides Luxury House. No achievement. I don't know if some other building is getting in the way of the achievement, but I've met the criteria for a few game years now. Edit: apparently Boarding School counts against this. But it's not even under residences in the build menu....

If so, steam should really implement a practise regardless of hours played if the Devs can't hold up their end of the bargain with EA we should get refunds. Quite annoying that a majority of games being released now are all EA and don't seem like many make it to a full release....
