yeah, but you can double your research by having both, and paper is easy enough to make, and the tech benefits are greater than what 1 labourer could give elsewhere.

The sawmills will make gathering firewood twice as fast, while the watermill version makes it about three times faster. The research institute makes your next five or so research points come much, much faster. I typically don't need a lot of stone, but iron is something your villagers will constantly use up via iron tools. Meanwhile, stone tools are pretty bad.
