It branches in many paths and you may change course depending on what your city needs the most or what you want to do.
Ive been experimenting with build order and theres a pattern emerging in whats optimal. You want research institute early on and the warehouse and watermill, after that you want mines and quarries. Right now Im stuck at the clay/sand resource but there IS an optimal path to what you want in the early game.
This is good advice but I wanna point out that an upgraded school has an output of 40RP and a research institute has an output of 30 or 35. So rushing school upgrade and using that as your early game research building not only gets you more research points it lets you educate your workers and thus get an early production boost.
As for the answer to the question at hand, it's something I am also trying to figure out.
