It isn't a great fix, but it helps. What I am told is the priority only works on each building. (though it is a global setting) So if there isn't any other options for them when they arrive to take food they will still take the stuff set at 9. I have 3 BBQ shops across the road from a Gourmet shop steadily feeding it steak. It still struggles to get enough steak to make consistent production, some homes will have 45 steak even with it set to 9. The warehouse (supply station) that has a delivery guy helped the most. He will scoop up the steak and take it back to his private warehouse and deliver it when needed, citizens and marketplace workers are not able to take from this area.
He is a bit slow to deliver at times though, but that may be because my sprawling town forces him to walk a long way for supplies.
