No. Actually yes, but those are lesser means where you... are not giving money. Game also got delisted from Steam, so this might be the reason why the game doesn't work on SD anymore either.

The only way to access it right now is if you bought it before the delisting, otherwise it's virtually impossible unless you can find a ridiculously overpriced key which I wouldn't recommend doing.
They lost the license to the FIFA name so it could have something with them not legally being allowed to have it available in any form (unless of course you had purchased it before).
Doesn't matter if a game gets delisted on Steam, you can always play them after the delisting or even if it gets entirely banned off Steam. The only two occurrences where I have heard this wasn't possible was with 'The Day Before', everyone got a forced refund within 48 hours due to it being a scam and recently with, 'The Crew', due to Ubisoft literally revoking customer's licenses for the game.
The latter is significantly more concerning but that is the only time I have seen a case like that happen and is even against Steam TOS (but since they revoked it from their own launcher they got around that).
99.99% of times you can play the game just fine after the game is delisted from Steam but they may remove features like multiplayer support or stuff like that.
Actually, no. They didn't lose the license. They didn't want to pay anymore for the FIFA license as FIFA are greedy and asked more money each year from EA. EA was fed up and 23 was their last before ditching it for the EA FC handle.
