Mine didn't launch by clicking the Play button either. Turns out I had to initialize thru the config option (right-click the game name on game list > Properties... > Local Files > Browse... > open 'FIFASetup' folder > fifaconfig.exe ). Hope it helps.

Trying to "verify integrity of game files" right now, but it's taking forever...

What fixed this for me was to simply close Origin if you launched it with the game and relaunch it as a stand alone app. Then, try to run the game again via Steam.
