You must be new to the existence of Koei Techmo. And people think Square Enix is bad...
I'm asking this because Koei regional pricing is terrible, but Sophie surprisingly has a decent price in my region.
Right now would be a good moment to buy it, since DX will probably cost 8 to 10 times more (based on Ryza).
Plus it looks like the Mysterious DX games are pretty uninteresting. I know we don't have all the details, but from what we know so far I wouldn't even call them worthy DLCs for the base game, certainly not enough to justify purchasing the game all over again.
Sophie....yeah that costs $10 less now so that I could see a complaint about. Still they'll likely either do all or none, and given this is KT I very much assume they'd want to push people toward the newer releases no matter what.
Uh.. what? You can clearly see from the images on the store page it is virtually identical. It's not a graphical upgrade.

Did they also fix the low-res shadows?
Not sure what you're talking about. You can set off, low, medium, high resolution shadows, although the implementation is rather lacking (nearest filtering + view dependent + what looks like no shadow cascades).
