It has weird controls. Scroll down with your right analog stick and then hold the A button. Took me a few minutes to figure it out so its not just you.

i get the scrolling down part, but do we really have to accept it EVERY SINGLE TIME we launch the game or this is a bug on my end?

They are patching it so often that you have to re-accept the agreement each time. Looks like everytime you have been starting the game, it has been a new version.
