Rune slots bugged?

I upgraded my weapon from +7 to +8 and it showed that it would increase from 1 to 2 rune slots, however post upgrade it's still at 1. Now it shows when I upgrade it'll go from 1 to 3. Definitely seems like it just didn't recognize that I opened a slot.

The slots unlock as you get more of the rune tablets for the npc. I had a +10 weapon with 3 slots and only 2 visible but when I gave her the last rune item the third slot became visible and useable.

runes are currently totaly bugged, tried out a few different, but with or without, total weapon damage stays the same, runes do nothing ...

Regen runes on shield work fine at least, but apparently a lot of the scaling ones on weapons are bugged.

Might add rings to this as well. I put on the ring that should increase all resistances. The numbers are green but they stayed the same value. Lots of bugs that needs squashed that honestly should have been seen during testing.

Im also pretty sure armor does nothing or is bugged. I tried with the heaviest armor and the lightest armor, i have like 36 vit and the invisible archers hit me for 85-90 percent. So much artificial difficulty because items do nothing, not feeling really rewarding.

Just use the weight runes. 43.4 weight sword weighs next to nothing now. So much more handy than 30 more dps

This is correct. The tablets you give to the blacksmith lady each add a extra rune slot.
